THE US GOVERNMENT 2021 UAP REPORT

(1) Commentaries Prior to Actual Release

A few days before the release of the expected report resulting from the work by the US Navy UAP Task Force, the CNN anticipated some signs of the general essence. Katie Bo Williams and Zachary Cohen, wrote on June 16:

Even as sightings of unexplainable objects rose into the hundreds, Pentagon officials wrestled with how much time and resources to devote to investigating them. Interviews with a half-dozen officials as well as documents reviewed by CNN depict a US military and intelligence community that's struggled over how to remove the issue from the world of science fiction and consider its actual national security implications.[…] The report, which is due to Congress in late June, isn't likely to resolve the debate‒nor is it expected to provide the kind of juicy details UFO-ologists hoped for, like confirming that strange sightings by American Navy pilots were alien spacecraft. One administration official noted that many of the incidents in the Pentagon's database of encounters will likely turn out to have multiple causes -- a strange weather anomaly combined with a weather balloon sighting on the horizon, for example. But some could eventually turn out to be adversaries operating in US airspace, that person said.

On June 8, Scientific American’s Space chapter carried a piece by Leonard David entitled “Experts Weigh In on Pentagon UFO Report,” where he anticipated that The vast majority of examined incidents were not caused by U.S. advanced technology programs, the forthcoming report concludes. So what’s going on?

One of the political promoters of the need for a report on recent US Navy UFO sightings, Senator Marco Rubio, thinks the forthcoming report will leave many unanswered questions. On June 21, he states: I expect more questions than answers. https://tinyurl.com/3mdcsvke

The Observer’s “Countdown to Letdown” affirms on June 6 that Regardless of its release date, the summary requested by lawmakers might be short on detail. Observers also anticipate the Fed’s ‘black Sharpie’ will conceal any significant revelations. If Pentagon spokeswoman Sue Gough’s oft-repeated disclaimers are any indication of the type of “Disclosure” we can expect from the upcoming UFO report, one wonders if any serious information will see the light of day: “...the DOD does not discuss publicly the details of either the observations or the examinations of reported incursions into our training ranges or designated airspace, including those incursions initially designated as UAP.”

(2) Official Availability of the US Report

At 13:00 hours on June 25, 2021, the Office of the Director of National Intelligence submitted to Congress a preliminary report on Unidentified Aerial Phenomena (UAP) that relays the progress the Unidentified Aerial Phenomena Task Force has made in understanding UAP. Entitled “Preliminary Assessment: Unidentified Aerial Phenomena,” it is nine pages long and it downloads in the following official link:

An article by Adam Kehoe in The War Zone of August 9, 2021 discloses the wording of the US Senate’s Intelligence Authorization Act for Fiscal Year 2022 (https://tinyurl.com/4hry77nf) regarding the UAP task force established by the US DoD in 2020, led by the Navy under the Office of the Undersecretary of Defense for Intelligence and Security. The post significantly states that “among a range of priorities, the bill included provisions to significantly bolster the UAPTK.” SSCI is the US Senate Select Intelligence Committee, whose leader and inspirational mind is senator Marco Rubio, vice chairman of the SSCI. The proposed text decidedly supports the UAPTF in the following terms concerning the rapid availability of required data:

The Director of National Intelligence and the Security of Defense shall each, in coordination with each other, require each element of the intelligence community and the Department of Defense with data relating to unidentified aerial phenomena to make such data available immediately to the Unidentified Aerial Phenomena Task Force and to the National Air and Space Intelligence Center [NASIC].

A remarkable step is the inclusion of the Air Force’s NASIC into the scheme of UAP research. In fact, one of the missions of the NASIC is precisely the analysis of any threats in the air and in the space. It shows the long-time conflict between the Navy and the Air Force for airspace sovereignty.

At the same time, the SSCI bill strictly requires quarterly reports to Congress, as follows:

Not later than 90 days after the date of the enactment of this Act and not less frequently thereafter, the UAPTF…shall submit to the appropriate committees of Congress quarterly reports on the findings of the UAPTF, or such other designated entity as the case may be.

It also demands that each report “shall be submitted in classified form,” something that will raise rage from those ufologists expecting fantastic disclosures. Knowing the complexity of the analysis of UFO sightings, even more when footage or other permanent records exist, a three-month reporting regularity is inefficient and carries an excessive administrative burden. In my interpretation, it merely reflects the information voracity of those in the political game and their advisers, mostly UFO buffs who, as they did with the prior DoD’s AATIP, want to know what is going on almost live but they show no interest that the general public is aware. It is not a legit wish for knowledge; it is just a craving to know what a handful of chosen are selected to know. They are secret mongers.

This article is an important reading, as it shows that the US Government’s new UFO study is at certainly at the highest possible level in the chain of command: https://www.thedrive.com/the-war-zone/41893/senate-intel-committee-strengthens-unidentified-aerial-phenomena-task-force-in-new-bill

(4) My Own Reading of the Report

The UAP Pentagon Report - Commented Abstract

Vicente-Juan Ballester Olmos (6/26/2021)

The unclassified document that has been published1 is described as a “preliminary assessment” on UAPs by the Office of the Director of National Intelligence (June 25, 2021). The US Senate, accompanying the Intelligence Authorization Act for Fiscal Year 2021, had requested an intelligence assessment of the threat posed by unidentified aerial phenomena (UAP) and the progress made by the pertinent Department of Defense UAP Task Force set up on August 4, 2020.

17 US agencies, including the Air Force, the Navy and the Army have provided input to the report. The first assumption is that “Various forms of sensors that register UAP generally operate correctly and capture enough real data to allow initial assessments, but some UAP may be attributable to sensor anomalies.”

The 9-page report starts with an executive summary. It begins stating that “The limited amount of high-quality reporting on unidentified aerial phenomena (UAP) hampers our ability to draw firm conclusions about the nature or intent of UAP.” As a result, the UAPTF concentrated its review on reports that occurred between November 2004 and March 2021. While “Most of the UAP reported probably do represent physical objects…[and] In a limited number of incidents, UAP reportedly appeared to exhibit unusual flight characteristics,” the report goes on to say that “These observations could be the result of sensor errors, spoofing, or observer misperception and require additional rigorous analysis.”

The review of 144 reports insinuates that “when individual UAP incidents are resolved they will fall into one of five potential explanatory categories: airborne clutter, natural atmospheric phenomena, USG or U.S. industry developmental programs, foreign adversary systems, and a catchall “other” bin.” It fairly coincides with the findings of UFO research in the last decades: cases are explained by an array of solutions. No aliens whatsoever.

For the national Intelligence office, “UAPs clearly pose a safety of flight issue and may pose a challenge to U.S. national security,” in contradiction to 70 years of UFO phenomenology, with zero UFO-related air accidents and to the experience of so many countries which declassified their UFO records on the basis of UFOs not posing any danger to national security. The US Intelligence must, however, have serious reasons to think that some UAPs would potentially represent “foreign adversary collection platforms … or breakthrough … technology.”

The report lists needed steps for a sophisticated study of the issue, being “resource-intensive and would require additional investment.” This is translated as: if you want us to analyze this problem, please be prepared to pay for it. And this will not be Blue Book, or the Condon Committee. For sure, we are speaking of millions of US dollars, all in the name of national safety!

Main conclusions point to “reporting largely inconclusive,” however it is amazing the low score in identifying the nature and source of the objects. The Task Force investigators were only able to identify one reported UAP with high confidence (a deflating balloon), out of 144 (0.7%). The others remain unexplained. A lousy case resolution ratio, considering that French GEIPAN has solved 98% of UFO sighting in the last 10 years.2 I believe military UAP investigators must learn a lot from UFO investigation.

Nevertheless, the report guesses that “Some Potential Patterns Do Emerge.” In spite of the fact that “there was wide variability in the reports and the dataset is currently too limited to allow for detailed trend or pattern analysis,” it advances that there is some clustering of UAP observations regarding shape, size, and, particularly, propulsion. Does diversity prevent pattern-recognition or not? Propulsion clusters? I believe these are the fruit of reviewers’ imagination, not used to analyzing pilots reporting exaggerations, or speculations. The only clear-cut cluster is that UAPs appear around U.S. training and testing grounds, “but we assess that this may result from a collection bias,” the report wisely asserts.

The report identifies reported unusual UAP movement patterns, such as remaining stationary in winds aloft, moving against the wind, maneuvering abruptly, or moving at considerable speed, radio frequency energy associated with UAP sightings, acceleration or a degree of signature management, etc. Apparent features only, we hasten to add, because, as the report continues to state, “Additional rigorous analysis is necessary by multiple teams or groups of technical experts to determine the nature and validity of these data.”

As we have also concluded with the analysis of raw UFO reports 1947-2021, “The UAP documented in this limited dataset demonstrate an array of aerial behaviors, reinforcing the possibility there are multiple types of UAP requiring different explanations.” The Pentagon study today reveals lack of sufficient information in their dataset “to attribute incidents to specific explanations.” Nothing extraordinary has been found.

Their database includes 11 reports of documented instances in which pilots reported near misses with a UAP. Does it mean UAPs represent an “ongoing airborne concern”? With an airspace filled with flying objects, controlled and out-of-control, every drone or missile may be considered a hazard to aviators. This has nothing to do with the ETH that UFO enthusiasts promote. Concerning potential National Security challenges, it is up to the State to monitor if US adversaries are spying near military facilities or by aircraft carrying advanced sensor systems. Unrelated to ETI as well.

This report states that “explaining UAP will require analytic, collection and resource investment, “inter-agency coordination, standardization of incident reporting across U.S. military services, Federal Aviation Administration robust input, and expanded data collection from standard and novel areas. The bottom line is increase investment in R&D: “The UAPTF has indicated that additional funding for research and development could further the future study of the topics laid out in this report. Such investments should be guided by a UAP Collection Strategy, UAP R&D Technical Roadmap, and a UAP Program Plan.”

In summary, a new area of research seems to have been identified, as if it was not something being regularly pursued by Intelligence on a routine basis. With the public attraction to flying saucers, UFOs and UAPs, incoming financing is ensured. The US government is, again, studying UFOs. The XXI century Blue Book program is to be started. The media will rejoice. Science, probably less.

There is a 17-page classified version of this report.3,4 It is rumored it has 200 pages of annexes, plus 14 videos for ~40 minutes.5

(6) Echoes of the Pentagon Report in the UK Parliament

On June 30, during a session of the British Parliament, there was some talk about UFOs and the Minister of State for Defense, the Scottish Annabel Goldie, recalled that England had declassified several thousands of UFO reports Defense had on file and that they never disclosed any evidence of any risk to either national security or aviation:

(7) Why Official Reports? Keep on Leaking!

The US Navy continues leaking UAP video clips to reporter Jeremy Corbell. Don’t ask me why, now that the DoD has a formal UAP Task Force working on UAP sightings. I wonder if it needs to prevent public anxiety on national security and flight safety weakness‒apparently realized since the recent UAP records collected by the UAPTF‒from declining, not at least until they have gained the added funds they need to solve what dangers are behind UAPs. https://www.extraordinarybeliefs.com/news4/ufo-deck-footage

(8) Need to Receive Grants? Say You Investigate UAPs!

Facing its 2022 NASA’s budget, the US National Aeronautics and Space Administration is opportunistically (cleverly?) using the need to study UAPs as a reason to demand additional funds from the federal government, as disclosed last June 28 by John Greenewald through a NASA internal document received by a FOIA request: https://www.theblackvault.com/documentarchive/internal-nasa-document-reveals-ufo-uap-talking-points-are-they-going-off-script/

Do you remember when, in 1977, then NASA administrator Robert A. Frosch dismissed a formal petition from none other than Frank Press, director of the Executive Office of the President of the United States (Jimmy Carter) to study UFOs? The difference? Then UFOs were discredited. Now UFOs (I mean, UAPs) are every other day in the eyes of the media‒even gaining traction by the day‒, providing publicity and free exposure to anything related to the image. See the blog entry I wrote two years ago “History: UFO Investigation at NASA,” at http://fotocat.blogspot.com/2019_12_18_archive.html (please scroll down to it). Well, in this regard, let me add one particular document to this history: while the Carter administration was asking NASA to handle new incoming UFO reports, the USAF was expecting NASA not to get involved, as proved by a letter the Office of the Secretary of the Air Force sent to Lt. General Duward L. Crow (Associate Deputy Administration of NASA, 1975-1978) on September, 1, 1977: I sincerely hope you are successful in preventing a reopening of UFO investigations.

Col. Charles H. Senn (USAF) to Lt. General D.L. Crow (NASA). Credit: SBI Report #45, 1979, page 17.

Other organizations, like the American Institute for Aeronautics and Astronautics (AIAA), reflecting the seal of credibility stamped on UAP research by US authorities, and pressed by UFO believers with scientific-like UFO proposals, recently accepted a panel on this subject. After 70 years of dramatic UFO reports by pilots‒without any proof of flight safety compromise‒now they believe it is a relevant issue. Here is the summary of this meeting: https://tinyurl.com/4wbzrshj

(9) Pentagon UAP Report Spin Off

Harvard University’s famous astronomer and cosmologist Abraham‒Avi‒Loeb has announced the organization of the Galileo Project. In an interview, he says: I initiated recently to scientifically explore the nature of UAP. The primary objective of this research endeavor is to bring the search for extraterrestrial technological signatures of extraterrestrial technological civilizations (ETCs) from accidental or anecdotal observations to the mainstream of transparent, validated and systematic scientific research. I believe it starts from a false assumption. I am not against CETI or SETI, on the contrary, this is, with space exploration, a very exciting field for research which ultimately will produce collateral scientific advances. Yet it proceeds from a false assumption: the immaterial phenomenon of UFOs or UAPs has no connection with extraterrestrial life except in the feverish minds of writers and mistaken investigators. Excellent if Galileo tackles the search for aliens in the universe. I applaud the objective. However, I have my doubts if a private organization, not a large academic institution, may have the structure and resources sufficient to the aim. Another egoistical move? But, again, if Dr. Loeb purports to find ETs analyzing high-resolution images from an array of telescopes able to produce 3D representations, he is more than wrong. A waste of funds. But everybody is free to spend their money as they wish. But not taxpayers’ money, I should add. See: https://projects.iq.harvard.edu/galileo

https://www.scientificamerican.com/article/announcing-a-new-plan-for-solving-the-mystery-of-unidentified-aerial-phenomena/

https://www.scientificamerican.com/article/to-understand-uap-we-need-megapixel-imagery/

Incidentally, to the frustration of ufologists, Dr. Loeb does not accept past cases, that is, the standard UFO reports they can offer, he will only work on records retrieved from the instrumentation he develops. I can only guess how many thousands of high-res telescopes he is to set up all over the world in order to eventually capture passing UAPs. But there is nothing like mounting over the wake of a trendy subject.

(10) The offspring of NYT 2017

Since the early 2000s, UFOs were an almost invisible theme, media-wise. In recent years, flying saucer and UFO sighting reports were normally dismissed by conventional wisdom. Decades with armies of several European countries dropping their (formal or loose) UFO study cabinets to collect and investigate incoming reports with the explicit conclusion that they added nothing to scientific knowledge, neither presented a threat to national security or a danger to aviation. When national UFO archives held since the 1940s under tight control were declassified, placed in citizens’ hands and released online for full disclosure, everybody (in England, France, Spain, Italy, Denmark, Sweden, etc.) could check the non-extraordinary character of official UFO documentation at the click of a mouse, so finding that the French Government’s GEIPAN disclosed that only 2% of the most recent UFO observations lacked a clear-cut solution (unexplained by no means implies unexplainable). Many years since the inception of UFO claims where we were supposed to have learned a lot about what UFOs can and cannot be.

Last July 2021, I (and other European colleagues) received an email from what I call a “child of the 2017 New York Times article,” an article that reinvented the wheel and become a sort of instant awareness for many who never before had interacted with the UFO subject.1 The basic idea from this citizen was: wow, this is strong, US Navy pilots see UAPs and the American Government is studying them, super-duper, let us lobby to convince the European Community to initiate an UAP task force as well! Yes, why not? We could seek NATO to do it also. During a pandemic year, that is a perfect timing. But the bottom line of this is: is that necessary? Is it a society-demanded need, or a way to boost one individual’s ego? Are we doomed to repeat another 70 years of history? After all these years of research, is a private citizen’s initiative to call for public powers what we require to solve residual UFO cases? Are we willing to go back to the sixties? We already walked that road. The material is at hand. If there was a new phenomenon, it already happened. For 70 years. We do not need to wait for additional sightings, we have thousands of case reports ready to be evaluated by fresh explorers. We know what UFOs are not: alien ships. UFOs were investigated/examined by the USAF, FBI, CIA, DIA: any extraordinary output?

It does not mean at all that UFOs should be the preserve of good old-timers. But experience is an asset and our advice should serve to avoid evaporating resources into nothing. The important thing is evaluating the classic UFO events which served to build the ETH. If subsisting UFOs hold no water, then believers should be prepared to forget their pet theory.

What is it useful and what is not? A facility like the Argentine Air Force’s Aerospace Identification Center is useful, or the French CNES-based GEIPAN, devoted to working out UFO sightings made by citizens and explaining what artifact or flying object their cameras photographed. It adds value.

What is not useful is a military module dealing with sightings from ships and aircraft, when pilots and Navy crewmembers sighted or recorded “UAPs” during exercises or in locations that, by their restricted nature, ensures that full reports, investigation processes and the surviving explanations will be secret and concealed from the public.

It is useful that competent analysts (astronomers, physicists, engineers, psychologists, psychiatrists) analyze historical cases. And it is useful, in the same way, that academics (anthropologists, historians, sociologists,) review major waves of the past to find their inner clues, for example.2,3

It is not useful to create or maintain civilian or military units to reinforce the UFO/UAP mystery because their leadership is alien-orientated, or will create mystery to guarantee free media coverage to pursue their own, skewed agendas.

It is not useful that NASA now says UAP study is imperative, when decades ago they said UFOs were an unimportant subject to scrutinize. Not if it is a mere excuse to collect funds and be a propaganda motif.

It is not useful that those personalities on paranormal payroll since the seventies, grant-absorbers filled with crazy, unproved theories, old hats from SRI, NIDS, BAAS, or new hats from AATIP, get involved in the hopefully neutral and scientific‒keep fingers crossed‒US DoD’s UAP Task Force. Or raw old-school ufologists, for that matter.

It is not useful to have private or semi-official associations of people, lay or Ph.D.-carrying persons, clearly motivated to prove that aliens are visiting the Earth, wrapping their ideas with scientific jargoon. In summary, structures that artificially prolong the UFO myth are not useful.

Can we develop a view to the near future? A new cycle has been opened, whether we like it or not (not!). It will take time to reach a natural peak and then decline. When? Once the name of the beast has changed, UAP is something like new and respectable. The past is over. UAPs are not ancient flying saucers, not even old UFOs (why not?). All will start from zero again. If the US Pentagon is worried about UAPs, everybody on the planet should also be. By the book. Media will treat UAPs respectfully. Everybody with an opinion will find an outlet to be heard and may have his or her minute of glory in press or TV. New uaplogists will come up with plans advising that Governments and institutions of all kinds study UAPs. Brand new UAP sightings akin to old UFO sightings will be reported again by ordinary ground observers. Everything slightly strange seen by military pilots, radar operators, sailors will be reported to the upper echelon and officially inscribed. Because there is a UAPTF there will be new cases. Acquisition of fresh cases will reinforce the urgency and necessity of a center to analyze them. A loop. A snowball effect. Most of the new breed will not be cognizant of the first 70 years of ufology (i.e., no material evidence of a physics anomaly, still less an alien contraption, on the contrary, everything points to a form of space-age cultural and folklore-spirited dimension).

It will long last until the US DoD finally establishes the nature of the UAPs reported by men and women in uniform and clearly acknowledges that extraterrestrial life has nothing to do with UAP sightings, and turns over the search for and communication with ETI to NASA and astronomers. But the US Department of Defense will probably not reject or exclude the ETH from its schema entirely. Will not propose it either but the notion will ambiguously be there. Not a good strategy to abandon one of the most exciting public factors for money-seeking. If you can invoke national security and aviation risk plus a far, terrible menace, this triple powerful plot will drag millions of bucks from the national budget. How long will this new cycle last? Well, ufology lasted 70 years. And uapology? Considering the acceleration of information: one-tenth? Less than 10 years?

US ufology (sorry, uapology) never ceases to surprise me. As an unexpected twist of opinion, Canadian podcaster and foley artist Jason Charbonneau has published this chapter 1 (of 2) of a “UFO disclosure” piece in his YouTube Think Anomalous channel: https://www.youtube.com/watch?v=JwvGM2Mr49I
I do not know (well, as a matter of fact, I do) what certain people are awaiting to learn regarding the supposed UFO knowledge gained (and hidden under seven keys) by the governments, but as there will never be a disclosure, because there is nothing to be disclosed, they guess and dream up the most wired, convoluted and conspiratorial interpretations: now the couple of media stars De Longe and Elizondo are portrayed as intelligence community agents spreading the US Government-induced gospel. This 20-minute clip ends by telling us about the “spiritual element” behind UFOs capable of manifesting as technology. Retrograde, irrational thinking.

Terauchi Air Close Encounter…With Just Lights

On June 7, 2021, Jazz Shaw has written for The Debrief an impartial, well-documented account on the Japan Airlines Flight 1628 UFO approach on November 17th of 1986. “The three-person crew was led by pilot Kenju Terauchi, who would go on to report a seemingly inexplicable encounter in the skies over northern Alaska as they approached the airport in Anchorage.” It is refreshing and kudos-deserving to read real investigative reporting when truly neutral reportages are published on UFO sightings. These are some quotes from the author’s statements: And the descriptions of some of these events that they rely on to make the case certainly do lend it the patina of truth. But when you poke too far into the gritty details, some of the flaws in the story become somewhat glaring…Without seeming to throw cold water on anyone’s parade, a detailed examination of this FAA package leaves multiple holes in the story that, at a minimum, should leave us room to acknowledge the arguments being made by skeptics.

Calvine, Scotland, 1990

This would be scored more as a rumor than a factual information. It is said there is a photograph of a huge rhombus-shaped UFO with a jet plane chasing it, allegedly taken on August 4, 1990, by a couple of Scottish lads that found its way onto the wall of the UK Ministry of Defense office where Nick Pope was occasionally working on admin duties. Below, the only existing document, a bad xerox copy from a line drawing from the supposed picture. On a picturesque note, there follows a colorful illustration published by The Sun.

Dave Clarke (Ph.D., journalism, folklore, Sheffield University, UK) has lots of doubts about it, and his latest blog entry echoes them. He is so convinced the story is not genuine that he feels certain that a FOI request to the CIA might produce further evidence that the photographs are fakes.

Dr. Clarke broadcast his suspicions to a number of selected colleagues, asking for opinion. Wim van Utrecht rapidly lent an informed view and suggested it could be a spin off from the fake photos of Amaury Rivera at Cabo Rojo (Puerto Rico), presumably taken May 9, 1988. Particularly, the young claimants would zoom and rotate the photograph and create a new image. The following original photo from Puerto Rico and a cropped, mirrored version matches quite well with the Scotland photo. The idea is totally convincing. See the original Portorican photo, a cropped, inverted version of it, and, again, the Scottish photocopy:

CUFOS Digitalization Project 2021: Donations Requested

Saving old UFO archives is a must for us all. Even those who, like myself, have concluded that there has never been a UFO phenomenon per se (i.e., not an entity beyond our regular knowledge, but a mass of misinterpretations, hoaxes and psychological syndromes), also firmly believe that the accumulated records of UFO observation reports must be preserved. Not only that. They should be available easily and “friendly” to manage as valid materials for scientific research. One of the most important repositories of UFO sighting reports is the J. Allen Hynek Center for UFO Studies. Under the guidance of new archivist chief Mr. David Marler, a project to digitalize all archives is under way. The following link describes the plan, for which donations are requested. If you think that UFOs are really important, please put your money where your feelings are and do contribute: http://www.project1947.com/jan/marlercufos.htm

The abstract follows: Humans seemed to have encountered humanoids since the dawn of time. Over time, several anomalous explanations have been provided for them: religious (in the case of Virgin Mary sightings for example), the fairy lore (elves, gnomes and so forth) and, more recently, aliens as part of the UFO lore. We compiled all the humanoid sightings we could find in the North-East of France (the area where the Comité Nord-Est des Groupes Ufologiques, our team, is active). We looked for sightings between 1900 to 2018 and collected them in our database. Instead of looking only for CE3, we searched for any humanoid sightings related to the UFO phenomenon or not, without preselection of any kind. We consulted paranormal and ufological books, investigations, but also newspaper articles, local urban legends, Gendarmerie reports and so on. Our goal was to be as thorough as possible, but of course we cannot claim that this database is fully complete and that no case has escaped our search. We didn’t look especially for fairy sightings, or religious figure sightings or alien sightings: our methodology was to search for any humanoid sightings, whatever the interpretation that was proposed for it by the witness or the person who reported it (journalist, paranormal investigator and so on). In other words, we adopted an atheoretical posture to study humanoid sightings. We found 75 cases in total. Our team think that they found a plausible explanation for around 60 cases, which leaves 15 cases unexplained so far. We will present four specific cases that we find particularly interesting in more detail.

It contains a drawing by Jesse Marcel of the signs seen on the object recovered. The article states that the company that manufactured the Mogul train of balloons actually taken for an alien craft used some tape decorated with fanciful geometric symbols, identical to the ones Marcell recalled, as the next illustration shows.

https://www.dni.gov/files/ODNI/documents/assessments/Prelimary-Assessment-UAP-20210625.pdf

H = f + f²/(N×c)

c = |S2 - S1|×f²/[S2×N×(S1 - f)]

S2 = S1/[1 + c×N×(S1 - f)/f²] = 56 cm

https://www.cnes-geipan.fr/sites/default/files/Note%20d%27enqu%C3%AAte.pdf
